Suspends pay step increases and pay increments for state employees effective July 2, 2016, with the percentage based on Alaska North Slope crude oil prices: 0% at $0-$59.99 per barrel, 25% at $60-$69.99, 50% at $70-$79.99, 75% at $80-$89.99, and 100% at $90 or more.

Modifies AS 39.27.011 to make pay increments (3.25% of base salary) subject to oil price limitations for employees in classified, partially exempt, legislative, ombudsman, and victims' rights offices.

Prohibits state from entering into collective bargaining agreements unless they include limitations on pay steps and increments tied to Alaska North Slope crude oil prices under the same percentage schedule.

Requires Commissioner of Revenue to annually report on July 1 the average Alaska North Slope crude oil price for the preceding fiscal year to the legislature, Department of Administration, and Alaska Court System.

Applies certain provisions retroactively when oil prices reach $90 or more per barrel for an entire fiscal year, triggering full elimination of restrictions through conditional repeal sections.
