Establishes the Advisory Committee on Wellness within the Department of Administration to make recommendations on wellness initiatives for state group health insurance programs.

Committee consists of at least seven volunteer members appointed by the commissioner of administration, representing each state region and including at least one medical services provider.

Committee shall make wellness recommendations to the commissioner every six months and deliver annual reports to the governor and legislature by the second Monday in December.

Department of Administration required to work toward holding annual health care cost escalation to less than two percent by implementing committee recommendations and disease reduction initiatives for employees covered under AS 39.30.090(a) and 39.30.091(a).

Commissioner must provide progress reports to the committee within six months of each recommendation, detailing effects on covered population health and state health care costs.
