Removes the requirement that guardians of incapacitated persons be limited to spouses, adult children, parents, or siblings, allowing any person to be appointed if the court finds minimal conflict of interest and the appointment is in the incapacitated person's best interests.

Removes the requirement that conservators of protected persons be limited to spouses, adult children, parents, or siblings, allowing any person to be appointed if the court finds the conflict of interest is not substantial and the appointment is in the protected person's best interests.

Requires courts to complete one hour of mandatory guardianship education before or within 30 days after appointment when appointing a relative or friend as guardian of an incapacitated person.

Mandates courts make written findings documenting the nature and scope of any conflict of interest and explaining why the appointment should proceed despite the conflict when appointing guardians or conservators under the exceptions in this bill.
