Restricts pesticide and broadcast chemical applications in common areas of multi-family buildings, government offices open to the public, and public parks and sports facilities unless applicator is licensed by the department.

Prohibits state and public agencies from applying pesticides on state-owned rights-of-way, state highways, or more than one acre of state-owned or leased land without written notice posted at the application site.

Prohibits pesticide applications within 150 feet of anadromous or resident fish habitat or within 600 feet of public or private water sources used for human consumption unless the department finds no harm will occur and issues a license.

Requires state and public agencies to develop a pesticide application plan and provide public notice and opportunity for comment before application, including distribution to local governing bodies and public hearings if requested.

Exempts emergency pesticide applications that address imminent danger to public health or threats to natural resources from the public notice and comment requirements.
