Authorizes the University of Alaska to establish an Institute of Medicine at the University of Alaska Fairbanks to provide education and research in medicine and related fields.

The Institute of Medicine shall issue doctor of medicine degrees according to nationally accepted accreditation standards and include clinical and internship opportunities.

Authorizes the University of Alaska to establish an Institute of Law at the University of Alaska Anchorage to provide education and research in law and related fields.

The Institute of Law shall issue juris doctor degrees according to nationally accepted accreditation standards.

Board of Regents powers, duties, and functions extend to both institutes in the same manner as other university departments or institutes.
