Requires voters to exhibit one form of valid photographic identification before voting, including Alaska driver's license, state or federal ID card, passport, military ID, student ID from Alaska schools/qualified institutions, or tribal ID.

Allows voters to present two non-photographic forms of identification instead, such as birth certificate, naturalization documents, court records, government-issued ID/license/permit, or tribal/Indian health program cards.

Permits election officials to waive identification requirements only if they personally know the voter and the voter is on the official registration list, except for first-time mail registrants who did not provide identification at registration.

Applies identification requirements to absentee and questioned ballots, preventing counting of ballots from voters who fail to provide required identification or verifiable identifiers unless eligible for waiver.

Removes language allowing waiver based on election official personal knowledge alone, replacing it with explicit eligibility requirements linked to registration method and prior identification submission.
