Establishes a phased implementation of marijuana regulations: focus on growth and sale of marijuana with licensing by November 24, 2015, and delay regulations for marijuana concentrates until November 24, 2016.

Changes marijuana establishment authorization from "registration" to "license" system and requires separate licenses for each location where a marijuana establishment operates.

Prohibits marijuana retail stores from selling alcoholic beverages on licensed premises and prohibits marijuana product manufacturing facilities from combining marijuana with tobacco, nicotine, or alcohol.

Defines "marijuana concentrates" as oils, liquids, or other substances created by extracting cannabinoids from marijuana, with manufacturing and possession remaining illegal during the regulatory delay period and subject to license revocation or asset seizure.

Extends application processing timeline to 90 days and allows local governments to issue licenses if the state board fails to adopt regulations within required timeframes or issue licenses within 15 months of the effective date.
