Authorizes Alaska Department of Motor Vehicles to issue special registration plates for recipients of the Bronze Star (for valor), Silver Star, Navy Cross, Distinguished Service Cross, Air Force Cross, and Coast Guard Cross upon written proof of ownership.

Allows the Department of Motor Vehicles to issue special plates for recipients of other valor awards from the U.S. Armed Forces (excluding Purple Heart and the six specifically named medals).

Commissioner shall consult with the Department of Military and Veterans' Affairs to determine the design and color of all valor award recipient plates.

Sets special request plate fee for valor award recipients at $30, collected only on first issuance and replacement; Purple Heart recipients receive plates at no cost.

Act takes effect January 1, 2016.
