Extends state group medical insurance coverage to surviving spouses and dependent children of deceased peace officers and firefighters who received pension benefits under AS 39.35.430 or AS 39.35.892.

Surviving spouses eligible for Medicare are excluded from coverage; survivors must have received pension payment to qualify.

Sets state employer contribution at 100 percent for coverage provided to peace officer and firefighter survivors, with no premium payments required from eligible survivors.

Applies retroactively to January 1, 2013, and takes effect immediately upon passage.

Amends multiple sections of Alaska Statutes relating to group insurance, retiree medical benefits, and pension provisions for public employees and their families.
