Increases minimum copies of state publications that agencies must deposit in the center from four to five copies upon release (AS 14.56.120)

Requires state agencies to provide electronic copies and post reports on the Alaska Online Public Notice System if they have technological capability, with print copies limited to those required by law, agreement, federal law, or specific requests (AS 44.99.250)

Allows persons to obtain up to two free print copies of reports daily from the state library distribution center, with additional copies available for reasonable fees (AS 44.99.260)

Prohibits state agencies from hiring contractors for photographs or graphics in reports unless no qualified employee is available or contractor use would save state resources (AS 44.99.270)

Adds agency report requirements to the Alaska Online Public Notice System and defines "report" as mandatory documents agencies must prepare and distribute to the legislature or public without specific request (AS 44.62.175, AS 44.99.290)
