• Appropriates $230,740,400 for operating expenses of Alaska's integrated comprehensive mental health program for fiscal year 2015-2016 (July 1, 2015 - June 30, 2016), funded through general fund mental health allocations, Mental Health Trust Authority receipts, and alcohol/drug abuse treatment fund.

• Appropriates $11,550,000 for capital projects including mental health home modifications, homeless assistance programs, beneficiary housing, and coordinated transportation initiatives.

• Designates largest funding allocations to Department of Health and Social Services ($204,578,000 operating) for behavioral health services, Medicaid services, children's services, and senior/disabilities services.

• Restricts use of Medicaid funds to mandatory services under federal Title XIX and state-approved optional services; prohibits funding abortions except mandatory services required by law.

• Rejects monetary terms of 14 collective bargaining agreements for fiscal year 2015-2016 unless separately approved by legislature; act takes effect July 1, 2015.
