Legalizes possession and use of marijuana for persons 21 years of age or older, including possessing up to 1 ounce, growing up to 6 plants (with maximum 3 mature flowering plants), and transferring up to 1 ounce to another adult without payment.

Prohibits public consumption of marijuana but allows personal use in private settings and permits assisting other adults 21 or older with marijuana-related activities.

Establishes local option elections in established villages to allow voters to prohibit marijuana cultivation facilities, manufacturing facilities, testing facilities, or retail stores within a 5-mile radius of the village.

Allows removal of local option prohibitions through voter petition if 35 percent or more of registered village voters support it, with removal elections permitted only after 24 months and no more than once per 36-month period.

Establishes that violations of local option prohibitions on sale and manufacture are class A misdemeanors and allows the Alaska Supreme Court to establish bail forfeiture schedules for marijuana-related offenses.
