Establishes marijuana (Schedule VIA controlled substance) possession and use as a criminal offense with tiered penalties: misconduct in the sixth degree for possession of one ounce or less, seventh degree (violation with $100 fine) for adults 21+ using in public or 18-20 year-olds with any amount, and fifth degree for delivery or manufacturing.

Creates affirmative defenses allowing adults 21+ to possess up to one ounce or six plants (three mature), deliver up to one ounce without benefit to themselves, and use or display marijuana in private on lawfully possessed property.

Adds criminal penalties for marijuana licensees and their employees, including class A misdemeanor charges for allowing minors under 21 to enter premises, use marijuana, or receive marijuana delivery.

Prohibits driving motor vehicles with open marijuana containers in the passenger compartment, but allows transporting open containers in vehicle trunks or enclosed in secondary containers in trunkless vehicles.

Defines "marijuana" to include all parts of Cannabis plants, seeds, resin, and marijuana concentrate, while excluding fiber from stalks, sterilized seeds, and ingredient weights in topical or oral products; Act takes effect immediately.
