Amends AS 14.03.127(a) to establish a baseline of June 30, 2013 for calculating school districts' eligibility to receive funding for Internet services that reach 10 megabits of download per second.

School districts with one or more schools qualifying for federal universal services program discounts are eligible to receive annual funding equal to the amount needed to bring their Internet service to 10 megabits per second download speed.

Provides supplemental funding eligibility for fiscal years ending June 30, 2014, and June 30, 2015, for schools that qualified for federal universal services discounts after June 30, 2013.

If appropriated funding is insufficient, the state share shall be distributed proportionally (pro rata) among eligible school districts for the fiscal years ending June 30, 2014, and June 30, 2015.
