Establishes the "Federal Receipts Fiscal Accountability Act" requiring municipalities, state agencies, and regional educational attendance areas to report annually to the office of management and budget on federal receipts received but not appropriated by the legislature by October 31 each year.

Reports must include the total amount of federal receipts received, conditions to receive them, whether matching funds are required, the percentage of total budget these receipts represent, and contingency plans if receipts decrease by 5-25 percent or more than 25 percent (for agencies where federal receipts are 5 percent or more of budget).

Requires principal state departments to submit separate contingency plans for potential federal funding reductions of 5-25 percent and more than 25 percent.

Directs the office of management and budget to compile and submit a comprehensive report to the Legislative Budget and Audit Committee and legislature finance committees by November 30 each year summarizing all submitted information and identifying non-compliant entities.

Amends AS 37.07.080(h) to require the Legislative Budget and Audit Committee to affirmatively recommend initiation of new federally-funded activities for the governor to proceed with expenditures, rather than allowing expenditure unless the committee objects.
