Repeals college and career readiness assessment requirements for secondary students and allows parents or guardians to opt out of any statewide student assessment.

Prohibits schools, districts, and the department from using student data containing personally identifiable information for commercial purposes, including marketing, product development, or creating profiles.

Prohibits sharing student data with consortiums or interstate educational organizations without written consent from the student's parent, foster parent, guardian, or the student if 18 or older.

Requires each school district to adopt and publish a data security plan on its website that describes student data fields, reasons for collection, entities with access, and safeguards for protecting personally identifiable information.

Prohibits schools from collecting medical and health records, biometric information, political or religious affiliations, or items in a student's home without written parental consent, and bars requesting student social media passwords.
