Adds new subsection to AS 38.05.110 requiring the commissioner to determine which applicable provision to use when timber sales may be offered under multiple provisions (AS 38.05.110-38.05.123), consistent with the best interest of the state.

Amends AS 38.05.118(a) to narrow the conditions under which the commissioner may negotiate timber sales to local wood product manufacturers or wood fiber users, restricting this authority to sales that serve the best interest of the state.

Limits negotiated timber sale contracts to a maximum of 25 years with appraised value redeterminations required at least once every five years.

Repeals AS 38.05.118(c).

Takes effect immediately upon enactment, applying to all timber sales on state land made on or after the effective date.
