Removes the requirement that voter registration occur "before the election," allowing registration up to and including election day, with late registrants voting questioned ballots.

Establishes "early voting stations" where voters can cast absentee ballots starting 15 days before an election through election day, with locations designated by regulation and publicly noticed at least 45 days in advance.

Adds "electronic signature" as an acceptable signature method on voter registration applications and authorizes the director to adopt regulations for implementation.

Allows qualified voters to opt-in to automatic receipt of absentee ballots by mail for future regularly scheduled state elections, with reapplication required only after 4 years of non-use or undeliverable ballot returns.

Takes effect January 1, 2016, with director of elections authorized to adopt necessary implementing regulations.
