Amends AS 14.43.810(b) to prohibit the department and commission from requiring Alaska performance scholarship applicants to submit the Free Application for Federal Student Aid (FAFSA) under 20 U.S.C. 1082(m)(1)(C) and 20 U.S.C. 1090.

Removes the requirement that students applying for the Alaska performance scholarship must apply for other non-loan financial aid.

Annuls regulation 20 AAC 16.215 relating to the Alaska performance scholarship program.

Maintains the commission's authority to administer daily operations and financing of the Alaska performance scholarship program, including application procedures and programmatic compliance standards.
