• Establishes Chapter 13.55 authorizing terminally ill, mentally capable Alaska residents aged 18+ to request medication to end their life, subject to multiple safeguards and physician determinations.

• Requires two oral requests (15+ days apart), a written request (witnessed by two individuals), confirmation by consulting physician, and optional psychiatric evaluation before medication can be dispensed.

• Attending physicians may dispense medication directly or prescribe it to pharmacies; provides affirmative defense to homicide and assisted suicide charges for compliant participation.

• Prohibits conditioning life insurance, contracts, or wills on making or rescinding requests; health care facilities may prohibit participation on their premises with advance notice.

• Creates felony offense for falsifying requests or exerting undue influence; Department of Health and Social Services must annually review records and publish anonymized statistical reports; effective January 1, 2016.
