Urges the Governor to establish clear and consistent policies across all state agencies for increased collaboration and partnership with Alaska tribal governments.

Encourages the Governor to negotiate intergovernmental agreements, including civil diversion agreements, with Alaska Native tribes to increase their authority, responsibility, and capacity to enforce certain state laws and deliver justice at the local level.

Urges the Governor to direct the attorney general to conduct a complete review of the state's litigation against Alaska Native tribes.

Documents that Alaska Natives represent 19 percent of the state population but comprise 36 percent of those incarcerated, and face higher rates of poverty, unemployment, alcohol-related deaths, domestic violence, and sexual assault compared to national averages.

Cites findings from multiple state, federal, and joint commissions over the past 25 years concluding that current law enforcement and justice systems alone cannot adequately address crime and social ills in rural Alaska without strengthened tribal government authority.
