Supports the Alaska Maritime Workforce Development Plan and calls for collaboration between the maritime industry, state agencies, University of Alaska, and educational providers to implement the plan

Recognizes Alaska's maritime industry as the largest private sector employer with over 500 businesses and 68,000 workers, contributing $6.75 billion directly and $1 billion indirectly to the state's economy in 2011

Directs the President of the Senate and Speaker of the House to appoint legislative liaisons to the Alaska Maritime Workforce Development Industry Advisory Committee to ensure legislature receives implementation updates

Requests the governor direct relevant state commissioners and the University of Alaska president to collaborate with the advisory committee and submit a report on implementation progress and future collaboration plans by January 30, 2016

Identifies the Alaska Vocational Technical Education Center in Seward as the foundation for maritime workforce training and sets a goal to increase resident hires to 75 percent of total maritime industry positions by 2020
