AK HCR12

Amends Rule 34(b) of the Alaska State Legislature's Uniform Rules to modify voting and abstention procedures for members.

Changes abstention approval threshold from unanimous consent to a majority vote of the membership.

Requires members to request abstention if they reasonably believe their vote would violate AS 24.60 (Legislative Ethics Act).

Allows members requesting abstention to make a brief oral statement of reasons, including specific provisions of the Legislative Ethics Act supporting their request.

Maintains existing restrictions that members cannot explain votes, discuss questions during roll call, change votes after results are announced, or be counted if absent from the chamber.
