Suspends rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature, which govern changes to bill titles.

Applies suspension to Senate Bill No. 6, which exempts Alaska from daylight saving time and petitions the U.S. Department of Transportation to change Alaska's time zones.

Uses Rule 54 of the Uniform Rules to authorize the suspension of normal legislative procedures.
