HCR 4 Summary

• Authorizes Alaska legislature to appoint delegates to an Article V constitutional convention called to propose a "countermand amendment" allowing states to nullify federal laws, executive orders, and regulations by a three-fifths vote of state legislatures

• Establishes the Delegate Credential Committee (6 members: 3 House, 3 Senate) to appoint delegates, chair, and assistant chair; certify delegates; and monitor convention activities with quarterly reporting to legislature

• Requires delegates to take oath pledging to follow resolution instructions and legislative directives; prohibits delegates from voting for any modified version of the countermand amendment

• Specifies duties of state delegation chair to coordinate with other state delegations to achieve consensus among at least 26 states, ensure proper convention procedures, and promote ratification of the countermand amendment through state legislatures

• Provides complete text of proposed "Countermand Amendment" (Article 28) that would allow 60 percent of state legislatures to rescind any federal statute, executive order, judicial decision, agency ruling, or mandate within an 18-month timeframe
