Suspends Rules 47 and 55 of the Uniform Rules of the Alaska State Legislature to allow bills and resolutions from the Second Regular Session to carry over to the Fourth Special Session of the Twenty-Ninth Alaska State Legislature

Applies only to 12 specific bills that relate to subjects outlined in the governor's proclamation for the special session

Carries-over bills include measures addressing state appropriations, Alaska permanent fund management, oil and gas taxes and infrastructure, child welfare procedures, and health care insurance

Takes retroactive effect to May 23, 2016, at 11:00 a.m., the beginning of the Fourth Special Session
