Declares 2015, 2016, and 2017 to be the Years of the Arctic to highlight the region's importance to Alaska and the nation.

Encourages the state and its partners to collaborate with the Institute of the North to promote Arctic policy and raise awareness of Arctic issues.

Directs the state to take action addressing strategic recommendations from the Alaska Arctic Policy Commission's Implementation Plan.

Encourages the U.S. Department of State to hold Arctic Council Senior Arctic Officials meetings in Alaska during the United States' Arctic Council chairmanship from April 2015 to May 2017.

Clarifies that this resolution takes no position on the Alaska coastal zone management program or the United Nations Convention on the Law of the Sea.
