Opposes the revised Comprehensive Conservation Plan recommending Congress designate 12,000,000 additional acres of the Arctic National Wildlife Refuge, including the coastal plain, as wilderness.

Objects to any federal actions to alter management of the Arctic Refuge coastal plain, arguing the 1980 Alaska National Interest Lands Conservation Act already provided sufficient conservation protection and reserved oil and gas decisions to Congress.

Asserts the coastal plain contains an estimated 10,300,000,000 barrels of recoverable oil representing hundreds of billions in potential state and federal revenue and national security benefits.

Argues wilderness designation would create practical limits to oil and gas development despite alternative land use considerations being required under the National Environmental Policy Act.

Directs copies of the resolution to President Obama, Vice President Biden, Secretary of Interior Sally Jewell, congressional leadership, and all members of the 114th Congress.
