Cites the 2010 Citizens United v. Federal Election Commission Supreme Court decision as enabling unlimited independent expenditures that harm average citizens' ability to influence government.

Notes that roughly 80 percent of independent expenditures authorized by Citizens United are used for negative advertisements that misinform voters rather than promote productive policy discussion.

References $43,000,000 in independent expenditures made during the 2014 Alaska U.S. Senate race, making it the sixth most expensive Senate race since the Citizens United ruling.

Directs copies of the resolution be sent to President Obama, U.S. Senators Murkowski and Sullivan, U.S. Representative Young, all members of the 114th Congress, and presiding officers of all other state legislatures.
