Urges the United States Department of the Army to maintain and strengthen combat-capable forces in Alaska and not reduce personnel at Fort Wainwright in Fairbanks and Joint Base Elmendorf-Richardson in Anchorage.

Acknowledges the Army is reducing active duty personnel from 570,000 to 450,000 by fiscal year 2017 under the Budget Control Act of 2011 and that potential reductions could result in the loss of up to 5,300 positions at Joint Base Elmendorf-Richardson and up to 5,800 positions at Fort Wainwright.

Emphasizes Alaska's strategic geographic location, including access to polar air routes, Arctic operations capability, and rapid deployment capacity to Pacific, Asia, and European theaters.

Highlights Alaska's unique military infrastructure including the 63,000 square mile Joint Pacific Alaska Range Complex, the Cold Regions Test Center, Red Flag Alaska training exercises, and missile defense capabilities.

Directs copies of the resolution be sent to the President, Vice-President, Secretary of Defense, Secretary of the Army, Chair of the Joint Chiefs of Staff, and Alaska's congressional delegation.
