Directs U.S. Congress to call a single-issue "countermand amendment convention" under Article V of the U.S. Constitution to propose a constitutional amendment allowing states to nullify federal statutes, executive orders, judicial decisions, and regulatory actions by a three-fifths vote of state legislatures.

Convention must be convened within 60 days after Congress receives the 34th state legislature application for the convention.

Delegates at the convention shall have limited authority only to decide whether the pre-approved countermand amendment should be sent to state legislatures for ratification.

Application constitutes a continuing call until at least two-thirds of state legislatures have applied for a similar convention.

Urges the other 49 state legislatures to apply to Congress for the same countermand amendment convention and directs copies of the resolution be sent to federal officials and state legislative leaders.
