Urges the President of the United States to prevent federal agencies from banning 5.56 millimeter ammunition.

Requests that Congress make necessary statutory changes to block federal agencies from banning 5.56 millimeter ammunition.

Directs the Governor to attract, secure, and provide conditions for success for an Alaska firearms manufacturing industry.

Cites Second Amendment protections and Alaska constitutional right to keep and bear arms as justification.

Copies of the resolution shall be sent to the President, Vice-President, congressional leadership, the Bureau of Alcohol, Tobacco, Firearms and Explosives Director, and Alaska's federal congressional delegation.
