Amends Article IX, Section 17(b) of the Alaska Constitution to modify how funds can be drawn from the constitutional budget reserve fund during fiscal years when available appropriations fall below the previous year's level.

Changes the withdrawal limit from "the amount necessary to provide for total appropriations equal to the previous fiscal year's amount" to a fixed cap of ten percent of the current balance in the fund.

Requires the proposed constitutional amendment to be placed before Alaska voters at the next general election in compliance with Article XIII, Section 1 of the Alaska Constitution.
