Urges U.S. Congress to enact legislation recognizing individual states' authority to manage fish and wildlife within their borders, including on federal land and water.

Cites federal agency actions that have superseded state hunting and trapping regulations, including U.S. Fish and Wildlife Service actions on the Kenai National Wildlife Refuge and National Park Service restrictions on bears, wolves, and coyotes.

Requests Congress preclude federal policies that automatically preempt state wildlife management authority despite prior congressional recognition of state management roles.

Asks Congress to require federal agencies to revise existing state-federal agreements to clarify management authority and accord state fish and wildlife biologists equal deference in court and regulatory proceedings as federal biologists.

Directs resolution copies be sent to federal leadership including Vice President Biden, House Speaker Boehner, Senate Majority Leader McConnell, and Alaska's congressional delegation.
