Urges the federal government to honor commitments under the Alaska Statehood Act, Alaska Native Claims Settlement Act, Cook Inlet Land Exchange, Alaska National Interest Lands Conservation Act, and Alaska Land Transfer Acceleration Act by lifting land withdrawals.

Calls on the U.S. Secretary of the Interior to lift 152,181,400 acres (95 percent) of land withdrawals that the 2006 Interior Department report concluded "could be lifted consistent with the protection of the public's interest."

Requests that U.S. Congress use its influence to encourage the Secretary of the Interior to implement the recommendations from the 2006 report, which found many withdrawals "have outlived their original purpose."

Directs the Alaska Attorney General to pursue all legal recourse against the federal government for breach of commitments if the 152,181,400 acres are not lifted before January 1, 2017.

The 158,958,000 acres currently under withdrawal have prevented Alaska from seeking adjudication of its "top-filings" (contingent land selections that automatically attach once restrictions are lifted).
