Affirms Alaska legislature's support for Royal Dutch Shell's oil and gas leases in the Chukchi and Beaufort Seas issued by the U.S. Department of the Interior.

Urges Washington State Governor Jay Inslee, Seattle City Council, and other Washington officials to cease opposing Arctic drilling and instead consider closing Boeing production facilities to reduce carbon dioxide emissions.

Invites Royal Dutch Shell to establish its Arctic drilling fleet homeport at Dutch Harbor or Seward in Alaska if the Port of Seattle lease is terminated.

Notes the Arctic leases contain an estimated 12 billion barrels of oil and 54 trillion cubic feet of natural gas, with Shell having paid $2.1 billion for leases and invested approximately $3 billion in development.

Argues that Alaska's resource development benefits Washington economically through approximately 113,000 jobs, $5.4 billion in exports, and 80 percent of domestic cargo through Seattle and Tacoma ports between 2009 and 2013.
