Opposes the October 16, 2015 decisions by the Obama Administration to cancel future Outer Continental Shelf oil and gas lease sales in the Chukchi Sea and Beaufort Sea planning areas.

Urges the United States Department of the Interior to reconsider and continue promoting oil and gas exploration in the Chukchi and Beaufort Seas.

Urges the Bureau of Safety and Environmental Enforcement to reconsider and approve lease suspension requests from Shell and Statoil in the Chukchi Sea Planning Area and Beaufort Sea Planning Area.

Asserts that Alaska contains over 30 percent of the nation's technically recoverable oil and gas resources and that Arctic Outer Continental Shelf development would supply natural gas to the Alaska liquefied natural gas project.

Notes the United States Bureau of Ocean Energy Management estimates 4.3 billion barrels of oil exist in the Chukchi Sea.
