Urges U.S. Congress to pass legislation removing the decision's restrictions on independent political spending in elections.

Asserts that Citizens United removed restrictions allowing excessive spending that undermines voters' ability to choose political leadership and determine state policy.

Directs copies of the resolution be sent to the President, Vice President, Speaker of the House, Senate leaders, and Alaska's Congressional delegation.
