Urges United States Congress to pass legislation opening the Arctic National Wildlife Refuge (ANWR) coastal plain (1002 study area) to oil and gas development and exploration

Estimates the coastal plain contains approximately 10,000,000,000 barrels of recoverable oil and could increase Alaska oil production by up to 700,000 barrels per day

Directs the U.S. Department of the Interior to recognize and respect the property rights of Native landowners including the Arctic Slope Regional Corporation and Kaktovik Inupiat Corporation under the Alaska Native Claims Settlement Act

Urges oil and gas activities to use directional drilling technology and environmental safeguards to minimize development footprint while protecting Porcupine and Central Arctic caribou herds and employing Alaska's workforce

Opposes any reduction in Alaska's royalty revenue from ANWR development and any attempt to reduce the 90 percent of oil, gas, and mineral royalties from federal lands promised to the state at statehood
