Urges the governor to clearly designate the Alaska Gasline Development Corporation (AGDC) as having primary responsibility in the Alaska liquefied natural gas project and the state's voice in decision-making.

Requests the governor identify administration personnel or representatives who will support and advise AGDC as it acts on behalf of the state in the project.

Urges the governor to provide transparent documentation of the organizational structure and authority of individuals authorized to assist and support AGDC in developing the Alaska liquefied natural gas project.

Notes that the state became a joint venture party in all segments of the Alaska liquefied natural gas project through acquisition of TransCanada Alaska Midstream Limited Partnership's interest, as authorized by chapter 14, SLA 2014 (Senate Bill No. 138).

Directs copies of the resolution to be sent to the Governor, relevant state commissioners, and presidents of AGDC and the other joint venture partners (TransCanada, ExxonMobil, ConocoPhillips, and BP).
