Establishes the House Special Committee on Federal Overreach to address concerns over federal government actions infringing on Alaska's state sovereignty, with specific concern about the Alaska National Interest Lands Conservation Act of 1980.

Committee charged with restoring state sovereignty, studying implications of potential federal funding reductions, compiling examples of unconstitutional federal exercises of power, and coordinating with other states on asserting state sovereignty.

Committee membership consists of the Speaker of the House (or designee) as chair plus four House members appointed by the Speaker, including two from the minority caucus.

Committee required to submit progress reports to the Alaska House by January 15, 2016 and January 15, 2017, with recommendations on achieving state sovereignty; committee terminates January 15, 2017.

Urges the Governor to form a working group to restore the constitutional division of powers between state and federal governments and establish a national network of similar organizations.
