Prohibits smoking in enclosed areas of public places including entertainment venues, public transportation, retail stores, government buildings, offices, hotels, restaurants, bars, health care facilities, and educational institutions.

Prohibits smoking outdoors within 10 feet of bar or restaurant entrances serving alcohol, within 20 feet of entrances and air intake vents at prohibited smoking locations, and in designated children's play areas and outdoor seating at arenas.

Allows smoking at retail tobacco/e-cigarette stores (requiring 90% revenue from tobacco sales and freestanding building status) and in separate smoking areas for international airport transit passengers.

Requires conspicuous "Smoking Prohibited by Law--Fine $50" signage with no-smoking symbol or "No Puffin" imagery; Department of Environmental Conservation must furnish signs upon request.

Establishes civil fines of $50 for smoking violations and $50-$300 for failure to post notices, with enforcement by the commissioner and designated department employees; effective October 1, 2016.
