Authorizes the Department of Motor Vehicles to issue special license plates for current honorary foreign consuls upon application and submission of proof of appointment and a valid Consular Identification Card from the U.S. Department of State, with plates valid only while the person maintains honorary consul status.

Allows issuance of special request gold rush license plates modeled after the gold rush centennial plate but without the word "centennial," with authority to deny duplicate registrations.

Establishes special request license plates commemorating the 150th anniversary of the Alaska Purchase, with design and color determined in consultation with the Alaska Historical Commission.

Sets fees of $50 for honorary foreign consul plates, $50 for Alaska Purchase commemorative plates (effective January 1, 2018), and requires Alaska Purchase plate fee revenues exceeding issuance costs to be deposited in the general fund for potential appropriation to Alaska Historical Commission projects.

Repeals the Alaska Purchase sesquicentennial plate provisions effective January 1, 2018, with the remainder of the Act taking effect January 1, 2016.
