Establishes a peer review process allowing persons submitting surveys to the Department of Natural Resources for land lease, sale, or disposal to request review by the State Board of Registration for Architects, Engineers, and Land Surveyors instead of the department.

Requires peer review committees to include at least three professional land surveyors who are not DNR employees, have no significant financial interest in the project, and are qualified to evaluate the survey.

The Department of Natural Resources must notify survey submitters within two weeks if it intends to review the survey and inform them of their right to request peer review; submitters have two weeks to request peer review.

Establishes fees for peer review to be paid by the person or entity submitting the survey; sets registration fees uniformly across all occupations regulated by the State Board of Registration for Architects, Engineers, and Land Surveyors.

Takes effect January 1, 2017, except for regulations authority provisions which take effect immediately.
