Amends AS 25.05.261 to clarify that persons authorized to solemnize marriages under subsections (a)(1) or (3) have no duty to solemnize any marriage.

Provides immunity from criminal and civil liability for individuals who refuse to solemnize a marriage or provide services, accommodations, facilities, goods, or privileges related to marriage solemnization, formation, or celebration.

Prohibits the state or municipalities from penalizing authorized marriage solemnizers for refusing to solemnize a marriage or provide marriage-related services.

Defines "penalize" to include actions affecting benefits or privileges guaranteed by law, such as tax exemptions, state or municipal contracts, grants, or licenses.
