Adds AS 45.48.220 to allow parents, legal guardians, or conservators to request security freezes on consumer credit reports for minors, incapacitated persons, or protected persons under their supervision.

Permits consumer credit reporting agencies to generate a new consumer credit report if one does not exist at the time of a freeze request for these vulnerable populations.

Defines "conservator" as a person appointed by court to manage an individual's property or a person legally authorized to perform substantially the same functions.

References existing statutory definitions for "incapacitated person," "minor" (under 18 years old without removal of disabilities), and "protected person" from other sections of Alaska law.
