Prohibits municipalities and their agents from assisting, cooperating with, or participating in federal collection of electronic data (including email and text messages) or telephone records without a warrant that particularly describes the person, place, and thing to be searched or seized.

Prohibits municipalities and their agents from using records or data in criminal investigations or prosecutions that were collected by federal agencies without a warrant or in a manner inconsistent with state law.

Prohibits state agencies and their agents from assisting, cooperating with, or participating in federal collection of electronic data or telephone records conducted without a proper warrant or in a manner inconsistent with state law.

Expands existing restrictions on state and municipal asset use to prohibit supporting federal collection of electronic data without a warrant and federal collection of telephone records without a warrant unless collected consistent with state law.

Takes effect immediately upon enactment.
