Adds one mobile intensive care paramedic licensed under AS 08.64.107 to the State Medical Board composition, reducing the number of public members from two to one.

Expands the definition of "health care provider" in medical review organization law to include emergency medical technicians, emergency medical dispatchers, and mobile intensive care paramedics.

Updates "professional service" definition to include services rendered by health care providers who are either licensed or certified.

Adds emergency medical services medical directors and committees to the definition of "review organization" with authority to evaluate and improve EMS quality, review patient care, and develop provider training.

Sections 2-4 take effect immediately; Section 1 takes effect March 1, 2017.
