Prohibits persons under 19 years of age from knowingly possessing electronic smoking products, in addition to existing restrictions on cigarettes, cigars, and tobacco products.

Makes it illegal to sell, give, or exchange electronic smoking products or nicotine-containing products to minors, with penalties including vending machine violations and unlicensed sales by employees.

Requires business license endorsements for retailers selling electronic smoking products or nicotine-containing products, with warning signs (6" x 18") posted at licensed premises.

Establishes civil penalties and license suspension periods (20 days to 1 year) for violations, with increased penalties for repeat offenses within 24 months ($300 to $2,500 civil penalties).

Creates exceptions for FDA-approved cessation products prescribed by health care professionals, provided by parents or guardians, or dispensed by pharmacists to persons 18 and older.
