Amends Alaska's relocation assistance law to align payments for displaced persons with federal requirements under 42 U.S.C. 4601-4655 (Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970).

Removes the $10,000 cap on reestablishment expenses for displaced farm or business operations.

Removes the $22,500 cap on additional payments to homeowners displaced from dwellings owned and occupied for at least 90 days (reduced from 180 days).

Removes the $5,250 caps on rental assistance and down payment assistance for displaced tenants and non-homeowners.

Applies retroactively to October 1, 2014, and takes effect immediately upon enactment.
